LRA leader Joseph Kony met South Sudan’s vice-president for talks on the Sudan-Congo border yesterday, a Reuters witness said. In his first appearance at negotiations to end one of Africa’s longest conflicts, Kony, wearing a white shirt and white trousers, shook hands with a Ugandan government official before beginning talks with mediators. Journalists were not allowed to attend the talks.

The High Court yesterday returned Dr. Kizza Besigye’s passport, which he needs to travel to West Africa and the UK for political conferences. The Deputy Registrar of the Criminal Division of the High Court, Roy Byaruhanga, handed over the passport to Besigye’s lawyer, David Mpanga.

Burundi has arrested four former high-ranking officials and opposition leaders over a suspected plot to destabilise the tiny central African nation, an intelligence source said yesterday.
The source said those arrested included former vice-president Alphonse Marie Kadege and Isaie Simbare, a former head of protocol for former president Domitien Ndayizeye.
