Is MUBS independent?

SIR — After the High court’s declaration of MUBS’s ‘independence’ from Makerere University, a lot has been said.

The quarrels between the two institutions have raged for so long and it is clear there is no benefit as far as their missions are concerned. Definitely the way things are done at Makerere is different from the way they are done at MUBS.

That is why the two should ratify the ‘independence’ of MUBS and make it real, not the current shadow where MUBS has to hide in Makerere’s name, logo and motto. Consider the following differences:
lAt Makerere, most administrative posts are contractual. Even the long stay of Prof Ssebuwuufu as a Vice Chancellor was due to continuous renewal of his contract. Does this apply to the management of MUBS?

lAt Makerere, senior administrators resign academic posts. Prof Luboobi is not in the Maths department anymore. Recently, the “VC of MUBS University” acquired the title of ‘Professor’! Can a purely administrative staff get an academic promotion?

lAt Makerere, administrative posts, starting from Head of Department are held by staff of at least Senior Lecturer rank (one needs a PhD to be a lecturer) otherwise they hold them in acting capacity. does this apply at MUBS? Check the establishment on MUBS website. Having MUBS under Makerere is not practical anymore.

MUBS has been forced to reinstate a student who does not hold its admission letter! I propose that the two formalise MUBS’s independence to a logical one and MUBS gets a name that shows her independence. If MUBS is to remain with the ‘Makerere University’ bit, then the court ruling should always be attached on all communications from MUBS to clear the ‘independence’ issue. MUBS, please, do not attach the Universities and Tertiary Institutions Act (2001). It talks about the appointment and tenure of a Vice Chancellor!
