PATIENTS will soon be required to produce letters of reference if they are to be admitted and treated in the main public hospitals in the country, a ministry of health official has said.
Dr. Lawrence Kaggwa, the director of planning and development at the ministry, said the Government was working out plans to re-activate the internal referral system to curb crowding in main public hospitals meant for specialised services.
Citing Mulago Hospital as the most affected by patient congestion, Kaggwa told journalists yesterday that indiscriminate admission of patients, including those with minor illness, had worsened the problem in main hospitals.
Dr. Isaac Izati, the deputy director of Mulago hospital, said inadequate specialised personnel, stock outs and Mulago being the only hospital in Kampala contributed to the congestion. Currently, Kampala City Council has five divisional health centre IVs to cater for the city dwellers.
