SIR — Yesterday the New Vision published a story entitled “Magistrate probed for convicting minister”. Ethics state minister Nsaba Buturo is reported to be investigating the circumstances under which the Masaka magistrate convicted Alintuma Nsambu for issuing a bounced cheque.

In this day and age, is it possible that Nsaba Buturo does not know that the Judiciary is an independent arm of government? Can we now assume that ministers are above the law? Where does Buturo derive the powers to investigate a magistrate? Are we going back to the old days of Amin and Obote where some people were deemed to be above the law?

SIR — Ethics minister Nsaba Buturo wants to investigate a magistrate for convicting a minister! Unbelievable!

It seems as if the Judiciary in Uganda is under the supervision of the Executive! If there is need at all to investigate the magistrate, poor Nsaba Buturo should be advised about the procedure to take and who to do so.

Is Buturo conversant with the concept of contempt of court?
