NRM official in Kampala land row

DEPUTY national treasurer of the National Resistance Movement (NRM) Singh Paminder alias Katongole and the family of the late Col. Moses Drago Nyanzi Kayima are locked up in a serious land row.

The land in question is a 0.10 acre, mailo land on plot 11, Kibuga block 12. It was first registered on January 28, 1922 under instrument No. 15453 in the names of Keresipo Kizito. Drago’s father, Moses Nsubunga Kayima, acquired a lease in 1976, and upon loss of original title, acquired a special title to it on September 21, 1990 under instrument No. KLA-81520.

Family members and local officials said Katongole used to be a neighbour and friend of the late NRA officer who died in 1996.

They said out of friendship, Drago allowed Katongole to open a garage on the land in 1995, but not to build permanent structures on it. After Drago’s death, Katongole refused to cooperate with the deceased’s family.

When contacted, Katongole said he has a title to the land. “I applied and was given title to this land but can only speak through my lawyers. Let the Drago family prove that I am illegally occupying this land.”

“In case the Drago family insists that the land is theirs, they should compensate me. They should know that I sold four of my cars to pay the late Drago for that land.”

He said the head of the family, Nasser Drago, a lawyer, was an impostor.

A letter of September 20 from Ayigihugu and company advocates to the Commissioner for Lands Registration, alleged foul play in the land registry. The lawyers want an explanation over the disappearance of the white paper from the land registry.

The lawyers requested for, “a substituted copy under section 72 of the Registry of Titles Act (RTA) cap 230 for purposes of enabling our clients deal with the land including lodging a caveat.”

In an earlier letter of May 18, the lawyers told Katongole, “you have not paid rent for the 10 or more years, and at this moment, your tenancy is at will.” They demanded vacant possession in 14 days.

Katongole said he has been ignoring the letters from the lawyers. “They (family) have been changing one law firm after another. Whenever I present my papers, the lawyers just abandon the case,” he boasted.

Sarah Drago, the first-born, alleged that Katongole bribed people in the land office to acquire a title. “We shall go to court. When we were young, we knew Katongole as our dad’s friend. But he turned against us as soon as dad died,” she said, adding that Katongole has been threatening them since the death of the administrator, Hajji Idrisa Kayima.

Nasser Drago said, “the forgeries will be proved by the court and local authorities. Katongole has threatened me and boasted that he is only answerable to President Yoweri Museveni.”

In a July 30, letter to Katongole, Nasser demanded 10 years rent arrears of sh1m per month.

“It is undisputable fact that you have been occupying the same property since the death of our father in 1996 and you have been so adamant in paying rent despite constant demands from the family,” Nasser said in the letter copied to the minister of defence, the army and police chiefs and the mayor of Kampala.
