TEDDY Seezi Cheeye, the Director, Economic Monitoring in the Internal Security Organisation, leads by example.

On Tuesday, the burly fellow took ‘economic monitoring’ literally when he almost got physical with a foreman of a construction company over wastage of public funds. Cheeye, who was driving down Colville Street made a stop to quiz a fellow who replaced concrete blocks on sidewalk in front of Communications House in Kampala on Tuesday. “What has happened to these ones?” Cheeye asked. “They are still good enough. Do you mean Ugandans are stupid? Why do you want to cheat them? How can you replace good blocks with new ones?”

When the foreman ignored Cheeye, he (Cheeye) drew closer and in a more agitated tone reminded the man: “I’m asking you,” almost grabbing the foreman by the collar.

A hot verbal exchange ensued between the two men before Cheeye remarked, “I’m going to call Nasasira.

Who gave you this work?” But the flustered foreman told him off as an “aging man who pretended to know everything”. When other constructors told their boss who he was exchanging hot words with, the foreman admitted he wanted to run after Cheeye
to apologise to him.
