Oswan is not to blame for the mess

SIR — I read with keen interest your story “Pallisa CAO to recover sh137m” published on Saturday.

The present CAO, Mr Vitalis Oswan and the chief finance officer Mr Akutta Olupot have been held responsible for the loss Pallisa district
has suffered.

My little knowledge of the administrative events in Pallisa makes me defend the CAO.

Oswan has not worked in Pallisa for more than two years. How can the MPs hold him responsible for
the mess that he is merely trying to correct today?

Having him account for monies misused as far back as 2000 and 2001 when he started serving in the district in 2005 is ridiculous. Didn’t Pallisa have a CAO then? He should be the one to account for the loss.
