PALLISA district leaders traded accusations in a stormy meeting chaired by local government minister Maj. Gen. Kahinda otafiire.

District chairman Bob Wasugirya and the Chief Administrative Officer, Vitalis Oswan, have had a rift that led to divisions among the councillors.

The meeting, convened recently to get a solution to the row, was attended by the district councillors, sub-county chiefs, religious and opinion leaders at Kyoga Hotel in Pallisa.

Wasugirya said Oswan had failed to organise regular cocktail parties for the district councillors and refused to repair his official Mitsubishi Pajero car, which he said was in a bad mechanical condition.

He said Oswan was a Forum for Democratic Change spokesman and that he decampaigned him in the last elections.

Wasugirya accused Oswan of being poor in public relations, failure to attend the district executive committee (DEC) meetings and spending district funds without consulting the DEC or the district council.

He said Oswan refused to pay his salary arrears and implement the Inspector General of Government’s order to sack some district officials.

Oswan said cocktail parties could not be held because the district was heavily indebted due to low local revenue and costs incurred in court cases that the district lost.

He said he had suggested to Wasugirya that his salary arrears be paid in installments but he refused, saying he wanted the whole amount at once.
