THE Uganda Land Commission has rejected Oscar Industries bid to take over Luzira Prison’s land, saying it is not up for sale.
Oscar Industries and many other investors are vying for the prison’s 186-acre land.
State minister for finance in charge of investments, Prof. Ssemakula Kiwanuka (left), in a letter of September 15, wrote to the Uganda Land Commission (ULC), requesting for 20 acres of the undeveloped part of the land to Oscar Industries for an industry.
But ULC chairman Jehoash Mayanja Nkangi said the land was not for re-allocation.
He advised Oscar Industries to seek land in the Namanve Industrial park. Nkangi’s letter of September 29 was copied to the President, the lands, housing and urban development minister and that of finance, planning and economic development.
Meanwhile, the prison authorities are constructing a 12-storey complex in Luzira suburb to house their headquarters and other departments. The building will also have a modern industrial show-room housing estate.
The deputy Commissioner General of the Uganda Prisons, James Mwanje, said, “The land belongs to ULC. We are sitting tenants and whoever wants that land must pass through ULC.”
He estimated the land’s value at about sh50b. The Upper Maximum Security Prison, Murchison Bay Remand Prison, Kampala Remand Prison, Kampala Women Prison, the Prison Training and Staff College, and a mixed farm.
Mwanje said the prison planned to use the 40 acres near the women’s prison to construct permanent headquarters.
He said donors had promised to support the constrution of the 12-storeyed structure. The part wanted by investors will be used to construct 80 units for senior prison officers and 240 units for junior prisons officers.
Mwanje said if the Government had plans to relocate the prison, it would have to be to a place near the main courts.
“About 60% of the inmates attend court daily around Kampala. Relocating the prison to a place far from Kampala further complicates the technical aspects,” he said. The Police are in advanced stages of surrendering the Nsambya Police Barracks land and another barracks outside Kampala.
