KARAMOJA suffers from an acute shortage of human resource, parliament heard last Wednesday.

The Kotido Chief administrative Officer (CAO), Walter Iriama, told MPs that the creation of Kaabong and Abim districts from Kotido left a skeletal number of qualified staff.

He said the shortage was also due to the district’s failure to attract and retain personnel for the last five years as a result of insecurity and scarce resources.

The CAO cited the audit department, which for a long time has not had a substantive auditor.

“Those who were there were shared among the three districts and I was left with junior staff,” Iriama said.

He was appearing before the local government accounts committee to respond to queries raised in the Auditor General’s report for the 2000/01 financial year.

Iriama said poverty levels in the district were the worst in the country and literacy was at 12%. He said the majority of the people lived below the poverty line.
