ALTHOUGH there is a clause that gives women at least 3 posts on local councils at all levels, it is rear to find a woman LCI chairperson. Josephine Kyambadde of Dungu Zone in Kawempe Division is one of the few women LC chairpersons. Umur Nsubuga and Joshua Kato bring you her story.

I got involved in local politics in 1986 when my late husband was a chairman. Then in 1994, I contested for the chairmanship of our LC1 and I have been the chairperson since then.

People bring different problems to me to solve. For instance, many fights are reported in the north of the zone, which is the most populated area here. Because of this, we set by-laws to regulate the operations of bars. The by-laws reduced the problem.

We are also getting a lot of land-related problems where people refuse to vacate land after they have sold it. But the biggest problem involves evicting people from a piece of land.

Theft is also a big problem. This is perhaps a result of the many unemployed youth. Some of them break into houses and steal while others steal materials from building sites. Being a mother of so many boys, I always try to arbitrate.

These days, the youth have also started engaging in drugs abuse. We have carried out operations to stop them. Because I am a woman, some of the youth have even tried to beat me up. They even abuse me in public.
However, I have many supporters, especially women who I counsel them when they have problems.

Residents’ opinions
Kezekiah Damba

“She has divided residents. She runs the village executive like a personal thing. She meets and deals with only two of the executives. She has not performed well.”

Erias Bbosa
“She has performed poorly. She has not called village meetings for a very long time, neither has she brought any developments here. I think she is a failure.”

Ahmed Katono, Councillor, LC3, Kikaaya Parish
“She has performed well and that is why she is returned every time there is an election. Many people thought that they would use her because she is a woman. In fact, some people tried to undermine her authority but failed.”

Mariam Namulindwa
“She has done well, especially in solving women’s problems. She knows how to counsel married women.”
