Kampala mayor Nasser Sebaggala will in January take charge of garbage collection in the city.

Sebaggala yesterday said he would take over the service for one year in preparation for the Commonwealth Heads of Government Meeting (CHOGM) next year.

“It is the divisions’ responsibility to collect garbage but they have failed. People expect me to deliver, so I am taking over until the end of CHOGM,” he confirmed.

Kampala district produces 1,560 tonnes of garbage daily.

Sebaggala said ESCOM, a company formed by his supporters, would be in charge of cleaning the city.

It will be responsible for slashing, sweeping, cleaning the drainage and loading the garbage onto Kampala City Council vehicles.

Sebaggala revealed that the council has over 30 garbage trucks, which will be re-called from the divisions.

He said firms contracted by the divisions to do the exercise do not have the capacity to manage the workload.

Sebaggala asked firms interested in collecting garbage to apply to the council to join ESCOM.

He attributed garbage accumulation in the divisions to conflict of interest by technical staff.

“We have found out that some technocrats have shares in the contracted companies and that is why they have continued to deliver sub-standard work,” Sebaggala lamented.

Kampala Central principal Assistant Town Clerk Stephen Higobero disclosed that NUSONIC, a company contracted to collect garbage in the city centre had failed to do so.

“We have addressed the matter to the town clerk. We want to terminate the service because the contractor has disappointed us,” he said.
