THE National Resistance Movement (NRM) will lead Uganda for a long time because it is effective and embraces different groups, the Prime Minister has said.

Prof. Apolo Nsibambi said, however, that the NRM would only lead as long as it was given the mandate.

In an interview yesterday, Nsibambi said President Yoweri Museveni would not be allowed to stand for a third term if any party in power found him a liability.

Referring to the former British premier, he said Margaret Thatcher was running for a third term but when the party realised she was a liability, she was refused to stand.

He said, “The same formula that was used in Britain on Thatcher can be applied here.

“Any party which will be in power when we lift the presidential term limit can stop Museveni from contesting for a third term.”

Nsibambi said once there were fair elections where people would renew their mandate every five years, it would reduce most of the concerns raised, though not eliminating all.

On corruption, the premier said external assessors had shown that Uganda had improved but could do better.

He appealed to Ugandans to report corrupt officials and to be ready to testify against them in courts of law.

Nsibambi said, “We are going to protect whoever is willing to give evidence against any corrupt official.”

He regretted the buying of votes, saying, “It is very unfortunate and causes corruption, since it forces politicians to borrow and cut corners.”

He said many politicians had become bankrupt as a result of vote buying, adding that there were many “unwise people” who were after booze.

He said he met such people during his consultations on the White paper but only provided them with sodas.
