Kampala is full of garbage

SIR — It is disgusting to note that Kampala City Council (KCC) has failed in its role to keep Kampala a clean city.
SIR — It is disgusting to note that Kampala City Council (KCC) has failed in its role to keep Kampala a clean city.
Although KCC bins are always overflowing there is little effort to empty them. To make matters worse, there are some unscrupulous garbage collectors or idlers who insult and provoke people who throw rubbish directly into the bins.
This is common at the KCC bin just opposite Shell Mulago. I suggest that these ill-mannered people be relieved of their duties because they have no place in a civilised society.
