SPORTS state minister Okello Oryem has ordered FUFA returning officer David Agong to stop any due federation delegates assembly by-elections until the election procedures are revised.

Agong had cancelled poll results from Kayunga, Mpigi, Rubaga and kalangala and ordered for bye-elections this week.

According to National Council of Sports (NCS) general secretary Jasper Aligawesa, a late Friday evening meeting between the ministry and council discovered anomalies in the FUFA grassroot elections process, forcing them to order a review of the system before any by-elections are held.

“The elections were not free and fair as the public has been meant to believe. There are a number of anomalies in the exercise,” said Aligawesa.

Among the anomalies discovered were that in Makindye, where Livingston Lajan who was elected delegate was himself the returning officer.

Another case detected was the approval of the election of Arthur Kimuli and the disqualification of Dennis Mbidde, who both were not members of Ggaba United — now Kampala United — by December 14.

Aligawesa further said that they were not comfortable with Agong, who doubles as a returning officer and at the same time arbiter handling petitions.

“We want the entire election process to be streamlined. There is no way you can allow someone to be nominated and when he is elected you throw him out. Why did you allow him to be nominated?” said Aligawesa in reference to Mbidde.

Asked whether this will have an impact on the executive posts elections, Aligawesa said, “It is too early to comment”.

Agong confirmed that he had been briefed of the developments but was not yet ready to comment until he receives an official communication.

Meanwhile Eddie Ssejjoba adds that two delegates, Musa Mutebwa (Kanungu) and Patrick Ogwel (Lira) have deserted presidential candidate Michael Okiror's camp and joined Lawrence Mulindwa ahead of the FUFA February 5 polls.

The two delegates announced this Friday at Hotel Brovad in Masaka where they had accompanied Mulindwa to meet Zone 7 delegates.

The meeting was coordinated by Peter Ssenkungu.
Mutebwa, who claimed he had been on Okiror’s campaign team, left in favour of a new face in FUFA administration.

Ogwel said that they wanted to back Mulindwa who has more support from the central region to oust Denis Obua.
