Registrar blocks Sebaggala, Bwengye

AN application by Francis Bwengye and Hajji Nasser Ntege Sebaggala to register the Democratic Party (DP) has been turned down. The Registrar General, Bisereko Kyomuhendo, yesterday said his office had received three separate applications for the registration of DP.

AN application by Francis Bwengye and Hajji Nasser Ntege Sebaggala to register the Democratic Party (DP) has been turned down.

The Registrar General, Bisereko Kyomuhendo, yesterday said his office had received three separate applications for the registration of DP.

He said they would make a decision in 30 days. One application was submitted by Paul Ssemogerere, the party president and Boniface Byanyima, the chairman, on Friday. Kyomuhendo said the Bwengye and Sebaggala faction had earlier submitted two separate applications.

However, the assistant registrar-in-charge of political parties and organisations, Juliet Nassuna, on Friday wrote to the Bwengye-Sebaggala faction through their lawyers, Dongi and Company Advocates, rejecting their application.

Sources who saw the letter said Nassuna declined to register DP through the group because the bona fide leadership of the party had applied.

“We acknowledge receipt of your letter dated 16th December, 2004 for the registration of DP, with attachments, that is, the application for registration, the list of names from 34 districts, copies of the constitution and other attachments.

“This is to request you to inform the applicants that the leadership of DP had applied for registration and given forms. We cannot, therefore, entertain another application without the consensus of the executive members, who were given forms,” she said.

Sebaggala yesterday told journalists at Old Kampala that Nassuna was not empowered to handle the office.
