THE National Environmental Management Authority has issued strict new by-laws restricting noise levels. Music and night prayers cannot continue beyond 11pm at night and should not exceed 60 decibels during the day and 40 decibels at night.

Many churches and bars blatantly exceed these noise levels. Often their racket keeps thousands awake while only a few people are actually listening to the music or participating in the prayers.

NEMA has started getting tough on building in wetlands. But it is equally necessary to clamp down on excessive noise that makes people’s lives miserable, undermines property and rental values, and generally degrades the Kampala environment.

The NEMA enforcement officer (Doreen Wandera, tel 077 592832 ) should start fining all these noisemakers on the spot. NEMA should use the fines to further strengthen its enforcement staffing and facilities.
