Dr. J.C. Muyingo, the Mengo minister for education, said the move followed the realisation that the central government inspectorate was inefficient.

Muyingo condemned the malpractices, especially in schools in Buganda, saying the majority of schools whose UNEB results were counselled or withheld, were from Buganda.

He cited cases where students beat up invigilators, burnt schools, impersonated candidates and headteachers failed to remit examination fees for candidates.

He was on Thursday receiving Sauda Namyalo, a Makerere University lecturer, who was recently appointed by the Kabaka as Muyingo’s deputy.

Muyingo cautioned Namyalo against thinking that there were monetary gains at Mengo and that the biggest challenge their ministry faced was to fight the malpractices and ensure that Muteesa One University, a kingdom initiative, sets off this October.

Muyingo blamed school proprietors and headteachers for failing to train children to become responsible citizens.

He said, “Most school proprietors and headteachers are after making monetary profits, thus shifting their responsibility to the detriment of educational standards.”
