URA names new chiefs

The Uganda Revenue Authority has named 21 new assistant commissioners. Six are for domestic tax, five for customs and excise, three for legal services and board affairs, two for internal audit and tax investigation and four for corporate services.

The Uganda Revenue Authority has named 21 new assistant commissioners. Six are for domestic tax, five for customs and excise, three for legal services and board affairs, two for internal audit and tax investigation and four for corporate services.

The tax body had earlier appointed three of five commissioners.

They are John Genda Walala (Corporate Services), Jennifer Semakula Musisi (Legal Service and Board Affairs) and Peter Malinga (Customs and Excise).
The two vacant Commissioners’ posts are Domestic Taxes and Internal Audit and Tax Investigations.

The newly-appointed assistant commissioners for the domestic Taxes Department are Silver Oyet Okeny (Tax audit), Mugenyi Lubega (Arrears and Objections Management), Wycliffe Katugugu (Non-Tax Revenue) and Margaret Magumba (Large Taxpayers).

Former commissioner Tax Education and Public Relations C. Kiwanuka Kaweesa was shifted to Field Delivery, while Balaam Muheebwa goes to Returns and Payment Processing.

Those in the Customs and Excise Department are Charles Mbiine Nuwagaba (Field Delivery), Enock Walugembe (Enforcement), Richard Kamajugo (Trade), Phoebe Lutaaya Kamya (Arrears and Objections) and Moses Nambaale Bwire (Customs Audit).

Those who were appointed to the Legal Services and Board Affairs Department were Moses Kazibwe-Kawumi (Litigation), Doris Akol ( Board Affairs, Policy and Rulings) and E. Kirunda Misango (Tax Appeals and Debt Collection).

Internal Audit, Tax Investigations and Internal Affairs Department are, David Serebe (Internal Audit) and David Tushabomwe (Tax Investigations).

For Corporate Service are Frank Katusiime (Corporate Planning), Jennifer Kaggwa (Human Resources), Sam Nakabaale (information Technology) and Michael Otonga (Finance and Administration).

John B. Sseggane was appointed assistant commissioner, in the Commissioner General’s Office.

The URA is, however, to re-advertise the post of assistant commissioner Public and corporate Affairs Management.

The appointments followed interviews that took three days from February 6. A statement issued by URA Commissioner General Allen Kagina said the restructuring exercise started last year with the appointment of a new board.

Last year a commission of inquiry into allegations of corruption in the URA recommended radical changes in the management of the tax body.

In a twist of events, former URA chief Aslund Annebritt got court to nullify the report, arguing that it she had not been given a chance to defend herself.
