THE Electoral Commission (EC) has advised that the next presidential and parliamentary polls be held by March 11, 2006.

The EC has also called for the timely release of funds if it is to meet the deadline.
In a memorandum to the legal and parliamentary affairs committee, the EC said the enabling electoral laws to govern the 2006 general elections must be passed six months before the election date, to bring them in tandem with the new political dispensation.

“The Electoral Commission concern is the need to be assured that all the necessary amendments must be passed in good time, at least six months before the polling day of the next presidential and parliamentary elections to allow the Commission to organise and conduct the elections by the above mentioned date,” read the memorandum signed by EC chairman Eng. Badru Kiggundu.

The Cabinet proposed that presidential, parliamentary and district chairpersons elections be held on the same day.

Kiggundu will today lead a team of EC officials to the committee, which is scrutinising the Constitutional Amendment Bill. The Bill contains a package of proposed reforms including the repeal of Article 105 (2) on presidential term limits.

Article 103 (3) says the election of a president shall be held during the first 30 days of the last 90 days before the expiration of the term of a president. The current president’s term expires on May 12.

Kiggundu said the referendum to approve the Bill and its ratification by the district councils would be conducted by the EC. He urged Parliament to handle the issue expeditiously as time is limited.
