CID files on Congo are still open

SIR— Your article, “Police close Congo plunder file”, in The New Vision of Tuesday, February 22 implied that Lt-Gen Salim Saleh and other defence officials had been absolved by the Director of Public Prosecution of any criminal charges.
We wish to categorically clarify that following the Justice Porter Commission of Inquiry report, the CID was tasked to investigate two areas. First, an allegation of causing financial loss of sh111,720,000 by officials of the defence ministry through payment to M/s Take Air Ltd for flight service. Secondly, to investigate the alleged registration of a minor as a director in a company called M/s Air Alexander.
We wish also to point out that having perused the case files, the Director of Public Prosecution felt that the evidence so far assembled was inadequate to prove the criminal allegations beyond reasonable doubt. He therefore held the view that there was need for the Police to probe further into the matter if criminal charges were to be brought against the officers. He did not advise the Police to close the case files. The public is assured the files have not been closed as alleged, but are still open.
