Revisit LC III qualifications

SIR — The country is about to participate in the forthcoming general elections. During the 2001 general elections no educational level for LC III chairpersons was set. The sixth parliament tried to debate the matter that all the LC III candidates should have a minimum qualification, but the president refused to sign the bill. I request the Seventh parliament to look into this matter carefully. The government has started recruiting graduate sub-county chiefs. It is awkward to have a semi-illiterate chairpersons bossing it over graduate subordinates. This is likely to cause administrative problems.
