Sebaggala loses case

THE Democratic Party (DP) faction led by Al Haji Nasser Ntege Sebaggala yesterday left the High Court crestfallen as their application to force the Registrar General to gazette the party for registration was rejected.

The group, including Sebaggala, left the courtroom murmuring and cursing before they assembled under mango trees in front of the High Court and had brief discussions.

Sebaggala, Mariano Drametu, Robert Kitariko and others also held discussions in the corners of the High Court premises. Their lawyer, Donge Opar, was granted permission to appeal the ruling.

Justice Stella Arach-Amoko yesterday said she had not been convinced as to why Juliet Nassuuna, the Principal State Attorney in charge of political parties registration, had delayed to register the DP faction.

Nassuuna said she received three applications from DP and found it unreasonable to process any before the party resolved its internal differences.

“The solution to the party problems lies squarely with the DP. The Registrar General's role does not include resolution internal problems in a party,” Arach-Amoko ruled.

Zachary Olum, the DP vice-president and Mariano Drametu, the party secretary general, had accused the Registrar General of refusing to gazette and process their application for registration of the party within the specified time.
