KASESE district councillors have rejected the proposed regional tier, saying the district had nothing to lose by not joining it.

KASESE district councillors have rejected the proposed regional tier, saying the district had nothing to lose by not joining it.
The councillors criticised the Government for attempting to undo decentralisation by trying to recentralise the appointment of chief administrative officers (CAOs), district tender boards (DTBs) and the district service commissions (DSCs).
They were on Tuesday giving their views on proposed regional tiers, the referendum and the re-centralisation of CAOs, DTBs and DSCs.
The meeting, organised by the Uganda Local Governments Association, took place at the Catholic Social Services Hall in Kasese town.
The district chairman, Yokasi Bihande, said with the Obusinga (cultural leader) issue still unresolved, the district was hesitant to join Kabarole in a regional tier.
Under the proposed regional arrangement, the titular head of the government is a cultural leader
He said though Kasese would comfortably tier with Bundibugyo, the boundaries between the two were unclear and deciding on the location of the regional tier would be problematic.
Kasese and Bundibugyo can only access each other through Kabarole district.
Maliba sub-county councillor Saulo Matte said joining Kabarole in the regional tier would be like repeating circumcision.
