THE Forum for Democratic Change (FDC) has hailed army MP Col. Fred Bogere for not voting on the Constitution (Amend-ment) Bill No.3 that proposed the lifting of presidential term limits.

“We pay special tribute to Col. Bogere. The Constitution is clear, soldiers are supposed to be non-partisan,” FDC interim leader Salaamu Musumba said yesterday.
Bogere was the only MP who abstained from voting on the Bill on Tuesday.

Musumba told a press conference at the FDC headquarters yesterday that future democrats should emulate Bogere.

“We want to appreciate and hold Bogere in high esteem because he was true to the constitution, his profession and his uniform,” Musumba said.

Other UPDF MPs voted in support of the Government position to lift term limits. They are Lt. Gens. Jeje Odongo, David Tinyefuza, Elly Tumwine and Aronda Nyakayirima, Cols. Francis Okello, Elly Kayanja and Noble Mayombo, Brig. Andrew Gutti and Lt. Col. Phinehas Katirima.

Article 208(2) says the “UPDF shall be non-partisan, national in character, patriotic, professional, disciplined, productive and subordinate to the civilian authority.”

Musumba criticised President Yoweri Museveni for describing as anarchists, those raising concerns about his succession. She said anarchists were the police who use force on people expressing their views.
