The city secretary for environment improvement, Francis Lubowa, on Monday said NEMA would also fence off the Constitution Square to protect the grass and other facilities there. The current fences of the Constitutional Square are falling off while steps at the lower part are also in bad condition. Kampala City Council (KCC) intends to plant grass at the lower Square, which is sometimes used for public functions. The grass at the lower Square dried out after pedestrians turned it into a pathway. Lubowa said NEMA intends to construct a room for a guard for security purposes. NEMA would implement the project directly with Central Division. Ends
