Who orders Kampala City Council to clean the city?

SIR — On July 27, The new Vision reported that Kampala City Council (KCC) had given notice to karim hirji to clean the roads in Kampala which had become dirty as a result of his civil works on Shimoni Road. We were surprised by the article. If KCC can give notice to the public to wash the roads who will give notice to kcc to keep kampala streets clean?

is it not the duty of KCC to keep the city clean? who will give notice to kcc to sweep the roads and remove the garbage which litter the streets? for example, the namuwongo area is very very dirty and it is hell living there.

The roads are in a pathetic condition but KCC has not taken any action! Why? A boda boda man on Friday fell into an open manhole and was drowned in the middle of the city but KCC does not seem to see anything wrong with that!

Was this the work of Karim Hirji or does it show that there is something wrong with the management of KCC? I suggest that KCC authorities should look for other Karim Hirjis to clean greater kampala as well otherwise it looks as if Karim has been specifically targeted.
