Education funds uncollected despite squeeze

THE Ministry of Finance has turned away millions of dollars in donor aid to the education sector, despite its being in a financial crisis.

THE Ministry of Finance has turned away millions of dollars in donor aid to the education sector, despite its being in a financial crisis.
Florence Malinga, the commissioner for education planning, told a regional workshop yesterday that finance was instead asking the donors to reschedule their assistance to future financial years.
“There are a number of financial partners whose monies we have turned down,†Malinga said. “The Ministry of Finance is regulating how much donor support we can get. We are given sector budget ceilings which we are not allowed to exceed. We are supposed to budget within that,†she said.
The Ministry of Education has a funding gap of sh3.5b for the salary of secondary school teachers, besides a sh13b shortfall for teachers in the primary sub-sector.
A financial squeeze has also forced the ministry to suspend scholarships to fresh students joining national teachers colleges and Uganda colleges of commerce this academic year.
