THE Luweero district Police commander (DPC), Martin Muwanika, has disagreed with the LC5 chairman, Hajji Abdul Nadduli (right), over an incident last week in which four juveniles were arrested on Nadduli’s orders and detained by the local administration police for eight days.
The DPC, who says it is illegal to detain minors, has on the request of the parents written to Nadduli asking for the release of the children on bond, but Nadduli has stuck to his guns, insisting that the minors are criminals.
“The law does not allow detaining juveniles for eight days. If he has evidence that they stole, they should have been charged immediately or else handed over to their parents,” Muwanika said on Tuesday.
The children, aged between 14 and 16, were rounded up from Kyevunze village by LCs and local administration Police over allegations of stealing a bicycle. Muwanika said the minors were tortured during the arrests.
