ANY person found guilty of election malpractice shall be barred from contesting in elections for seven years, the government has said.

State minister for justice Adolf Mwesige (left) yesterday said under the Political Parties and other Organisations (Amend-ment) Bill 2005 such people shall not be allowed, arguing that they lack moral authority to lead.

Appearing before the parliamentary committee on legal and parliamentary affairs to present the PP&OA Bill 2005, Mwesige said there shall be different ballot papers for different elections although all elections shall be held on the same day.

The PP&OA Bill 2005 seeks to amend the Political Parties and other Organisations Act of 2002 to usher in multiparty politics.
Mwesige said election time had not changed from 7:00am to 5:00pm and that all election regulations had remained intact.

He said during the nominations, candidates’ convoys would be restricted to five cars. “Big convoys are expensive and they breed violence but they are not restricted during campaigns,” he said.

He said the Government was yet to come up with a position on the status of the Kampala woman parliamentary seat and the divisions because Kampala now had a special status after ceasing being a district.
