THE apostolic Nuncio to Uganda, Christophe Pierre, has blamed the government for failing to fight corruption.
Citing the Global fund to fight HIV/AIDS, Malaria and TB scam, he said the rampant corruption in top government institutions failed donor-funded projects.
“To me it’s an understatement to say donor-funding has increased poverty in Uganda, when you have very selfish and corrupt individuals manning these projects,†he said.
The Global Fund recently announced a temporary suspension of five of its grants to Uganda, citing mismanagement of the project.
Consequently, president Yoweri Museveni appointed a commission, chaired by Justice James Ogoola, to investigate the alleged flaws.
The commission is yet to produce a final report of its findings.
Pierre said the scam is an eye opener to the government to “clean up its institutions.â€
“This is the time to act. These people were not mindful of the HIV/AIDS victims’ suffering,†he said.
