Why were some of the liberators completely

SIR — I wish to remind the commander-in-chief of the UPDF, President Yoweri Museveni, that during the bush war, many schoolboys abandoned their studies and joined the NRA guerrillas.
Many were arrested and tortured while others ‘disappeared’. They were prompted to join the NRA struggle in order to fight the oppressive regime and its UNLA soldiers who were murdering unarmed civilians in their home areas. After the war, some liberators were promoted while others were simply ignored.
An example is Polycarp Setumba No. 13771 now S/SGT at Marine Unit State Lodge Entebbe. He abandoned his studies in S.5 at Duhaga S.S.S. and joined the NRA at Kabwoya in
1985. He fought through Nyantonzi, Biiso, Masindi, Karuma, Pakwach, Koboko and Kampala under the command of Peter Kerim.
From Lubiri Barracks, he was transferred to Soroti in 1987 to fight Alice Lakwena.
He attended a navigation course in Yugoslavia from 1987— 1988, a Motor Vehicle Technician’s course at Kisubi (1997 —1998) and another one as a Ship Technician in the USA in 2000.
Surely, with such qualifications, performance and experience, doesn’t he deserve to be promoted to the rank of an officer? What is the problem?
