MAJOR General Kale Kaihura yesterday officially took over from Lt. Gen. Edward Katumba Wamala as the Inspector General of Police (IGP).
Kaihura was handed the instruments of power at the Police headquarters in Kibuli, at an extraordinary Police Council meeting characterised by job reversals and attended by both the outgoing and incoming IGPs.
Katumba, a soldier, who has been at the helm of the police force, yesterday turned up in full military uniform — complete with pips.
Kaihura, flanked by internal affairs minister Ruhakana Rugunda, stepped out in a senior police officers‘ uniform of a light-blue shirt and navy-blue pair of trousers.
Yesterday’s handover, witnessed by senior Police officers, brought the curtain down on Katumba’s four-and-a- half year stint as the nation’s top-most policeman and sees him embark on his new task as the Commander of the Land Forces.
It is also at the 16th Police Council meeting, the highest policy-making organ of the force yesterday, that saw the exit of Katumba, the 16th IGP and the coming in of Kaihura as the 17th Police chief of the 99-year-old institution.
Rugunda lauded Katumba for his excellent performance and expressed his belief in Kaihura as a perfect replacement.
“I have no doubt that Kaihura will equal the task and nicely fit in Katumba’s shoes,†Rugunda said.
He urged the Police to put emphasis on crime detection, prevention and investigation, and reiterated the Government’s commitment to ensuring security as the country transits from the Movement to the multiparty system. Rugunda said it was normal for the army and other security agencies to work with the Police.
“Today I am handing over to you a force which is motivated, a team which is dedicated with a drive to excel,†Katumba told Kaihura, drawing a huge handclap from over 50 senior officers present.
