This makes Museveni the highest ranked officer in the army.
The rank took immediate effect yesterday when communication was sent to all UPDF units.
Museveni is now a rank higher than five Lieutenant Generals, Salim Saleh, David Tinyefuza, Jeje Odongo, Elly Tumwine, Moses Ali, the title he has shared with them for about two years.
“The High Command sitting on the December 29 2003 chaired by the Minister of Defence, Amama Mbabazi, decided to honour RO/001 Lt. Gen. Yoweri Kaguta Museveni for his outstanding contribution to Uganda, and UPDF before he retires from the Army,†a press release by Mbabazi said last evening.
The New Vision learnt that the Army Promotions Board chaired by Army Commander Maj. Gen. Aronda Nyakairima was expected to announce other promotions and changes in the UPDF.
Museveni, during a wedding in Kabale on New Years Day, announced that the UPDF High Command had allowed him to retire from the armed forces.
Sources said the retirement process was yet to be formalised and therefore he was still a serving officer.
“Museveni is the founder of the NRA and has selflessly and steadfastly commanded the force from a small guerilla liberation army to a large, modern, conventional force ready to take on the challenge of defending the sovereignty and territorial integrity of Uganda,†Mbabazi added.
He said Museveni has displayed exemplary military service in the struggle to remove Uganda from the “reign of fascists who were in control of state power to the rule of law and constitutionalism and returning power to the peopleâ€.
Mbabazi said Museveni has displayed remarkable military leadership skills when he built the most disciplined force since independence and used it to transform the nature of the state in Uganda.
“It is with these successive victories in mind that the UPDF High Command resolved in accordance with its laws and regulations to promote Lt. Gen. Yoweri Museveni to the rank of full General of the UPDF which he has gladly accepted.†Ends
