THE Toro Kingdom orukurato has rejected the a sh145.5m budget, citing lack of review of previous budgets.
“We don’t know how much revenue was collected in 2002-03. The minister can’t start telling us where revenue will come from without establishing how much revenue was collected. He should refer to the previous budgets,” said Francis Mugenyi, a member as others nodded in approval.
Finance minister Charles Kabaseke presented the budget before the Rukurato at Mucwa Hall in Kabarole on Friday.
According to the speaker, the Rev. Clovis Kyalimpa, Toro has not passed any budget since the imprisonment of former premier John Katuramu in 2001 for murder.
“A finance committee assists the minister of finance to prepare the budget,” Mugenyi said.
Another member of the Rukurato, Mesach Kawamara, dismissed the budget as having ‘no legs and head.’
A finance committee was appointed to prepare another budget and to audit the kingdom’s books of accounts.
The committee comprises Charles Kamurasi, Vanice Kagaba, Sande Bagonza among others.
