THE Government is considering cutting ministries’ budgetary allocations to raise an additional sh90b urgently needed by the Ministry of Defence.

A source said permanent secretaries from all ministries held a meeting at the Ministry of Finance headquarters in Kampala on Tuesday to discuss the proposal, but there was serious disagreement.

The Secretary to the Treasury, Chris Kasami chaired the meeting in which Secretary for Defence Musoke Gabindadde informed his colleagues that the defence ministry needed sh90b to embark on the Defence Review Programme.

According to the Ministry of Finance, the programme had been scheduled to start in the 2005/06 financial year. The ministry had not budgeted for the programme this financial year.

The programme involves standardising and professionalising the Uganda Peoples’ Defence Forces (UPDF) to meet universal and professional standards.

The source said Musoke informed his colleagues that the defence ministry could not fund the programme.
