At a workshop organised by the office of the IGG in Mbale, an LC3 official tried to involve an organiser in a claims scam. The chairman for one of the sub-counties in Mbale asked the director education and prevention of corruption, Mathias Tumwesigye, for a blank receipt he could use to claim for allowances back at the sub-county. The note, which was read out to the participants read, “Please organisers, kindly give me a blank receipt so that I use it to claim for my allowances at the sub-county.†Tumwesigye said it was unfortunate for anti-corruption crusaders to ask for allowances for a workshop that was fully facilitated by the IGG. “If the corrupt can operate in a workshop of this kind, then I do not know where we are heading to,†Tumwesigye lamented. He said he had a similar incident in Lira when a participant signed twice for facilitation to attend a workshop organised by the office of the IGG. He cited another incident, where a quack journalist used a business card he(Tumwesigye) had given him to sign for allowances for a workshop the journalist had not been invited to. Ends
