Kahoza hits out at Cheeye

James Kahoza has criticised Teddy Sseezi Cheeye for alleging that Amproc, a US-based procurement consultancy, had been favoured to provide services to the Public Procurement and Disposal of Public Assets Authority (PPDA).

Kahoza is the PPDA board chairman. He wants Cheeye, the Director Economic Affairs in ISO to apologise.

Cheeye had in a February 27 letter to Edgar Agaba, the PPDA boss, strongly opposed Amproc’s tender bid. Amproc replaced the former Swipco and was among four firms, which were pre-qualified.

“I could not favour Amproc even if I wanted to. I am sitting on the board with six other intelligent men and women,” Kahoza replied in a March 1, 2004 letter to Cheeye.

“You may have your own problems with Mr.Robert Mwesigwa (Amproc managing director), but do not involve me,” Kahoza said.

He added: “The problem between you and Mr. Mwesigwa appears to be personal. He is not my relative even though he is married to a relative.”

He said Cheeye’s claim of Amproc not being accountants was not valid. “The PPDA does not go for accountants. We go for firms, qualified in procurement.

We included PricewaterhouseCoopers because as an international firm, it also employs procurement experts,” Kahoza said.

He said there was no way PPDA could have rejected Amproc’s bid. “If we did, the firm would go to court and we would lose the case.
