A permanent anti-terror force should be established to handle the ever-increasing terrorist threats on Uganda, participants attending a civil-military relations course have recommended.
Participants including MPs, journalists, Police and Uganda People’s Defence Force (UPDF) officers advised government to set up a special fund for intelligence-gathering.
“There should be a permanent anti-terror force to handle terrorist threats facing the country and a special fund set up for intelligence,” participants in the US-sponsored course recommended.
They recommended that Uganda’s laws on terror be re-defined bearing in mind the nature of terrorist organisations wrecking havoc in the world.
Col. Eugene Michael Mensch II and Prof. Letitia Lawson, both from the US, facilitated the week-long seminar that closed on Friday.
State minister for health Mike Mukula represented government while the US defence attaché Lt. Col. Rick Orth stood in for Jimmy Kolker, the US ambassador.
