What happened?

SIR — last year there was much talk about buses replacing commuter taxis in Kampala city centre. But all that talk has vanished today. Buses in the city centre are essential for two reasons. The first one is that they are much cheaper than taxis and the second most obvious one is that they would ease the ever increasing nightmare of traffic jams. Why is it so difficult to see such a simple matter? Obviously there must be people interested in sabotaging the project for personal reasons!
