PRESIDENT Yoweri Museveni yesterday overruled the Ministry of Public Service and re-instated the salaries and allowances health workers were demanding.

The President was surprised that the ministry had reneged on the pay he agreed on in negotiations with it, the health workers, and the health and finance ministries.

Representatives of the health workers, the Health Service Commission and officials of the three ministries were at a meeting at State House Nakasero, yesterday.

The health workers said the public service ignored the December agreement and secretly wrote to the Ministry of Finance and distributed the letter to chief administrative officers in the country dictating on the salaries for the health workers.

The letter dated March 31, 2004, which sparkled off the strike, was never given to the health workers’ representative or brought to the attention of the President.

According to the chairman of the Medical Workers’ Union, Apollo Nyangasi, public service dictated that a senior consultant be paid sh1.6m when the December meeting agreed on sh2.2m
The president also ordered that lunch allowance arrears from July 2003 be paid to health workers.
