PUBLIC servants will soon be allowed to win government contracts, reports Chris Magoba. A new law aimed a streamlining the management of contracts will soon be enacted. However, the law requires that public servants declare their interest during the tendering process. The Public Procurement and Disposal of Assets Act (PPDAA), which was passed by Parliament in February 2003, does not specifically bar public servants or their associates from doing business in areas where thy are employed if they go through a transparent and competitive process. This was revealed by a consultant from Team Business College, Okeny Turyamureeba during a workshop on public procurement and contract management for Rukungiri district officials. Rukungiri district council speaker George Owakukiroru commended the law, saying it was unfair for public servants to be disqualified simply by virtue of their positions. He said the law does not restrict members of Tender Boards form winning contracts if they declare their interest. Ends
