, PLANNING & ECONOMIC DEVELOPMENT SECOND ECONOMIC & FINANCIAL MANAGEMENT PROJECT [EFMPII] CREDIT 3297 UG Invitation for Prequalification ICB IDENTIFICATION NO: LGRM/ICB/01 SUPPLY, INSTALLATION & IMPLEMENTATION OF LOCAL GOVERNMENT REVENUE This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business on-line edition of 10th October 2001. The Government of Uganda has received a Credit from the International Development Association toward the cost of Second Economic Financial Management Project, and it intends to apply part of the proceeds of this Credit to payments under the contract for this Prequalification: the Supply, Installation and Implementation of the Local Government Revenue Management System. The Ministry of Finance, Planning and Economic Development, Uganda intends to prequalify contractors and/or firms for supply installation, implementation, deployment and continuous maintenance over a three-year period of a Local Government Revenue Management System. The assignment will involve the supply, installation, commissioning and implementation (through training and provision of preventive and remedial maintenance) of a computerized Revenue Management system (RMS) for Local Governments in Uganda based on a turnkey approach. It will comprise of the acquisition of a multi-user RMS Package with appropriate hardware, supportive software including operating systems, databases, network and communication accessories. The set up will be based on open system technologies. The initial implementation will be based on a pilot at Kampala City Council (KCC). It is envisaged that the system will eventually cover all District and Municipal Councils once the pilot is successful. Currently, there are 56 District councils and18 Municipal councils. The Government is presently implementing an integrated Financial Management System (IFMS), based on Oracle Financials, throughout all central government ministries and at least 10 districts initially with plans to extend to all districts and municipalities. The RMS is expected to: (a) integrate/interface with the IFMS to facilitate budgetary control and accounting, (b) utilize the Government Chart of Accounts consistent with the IFMS, (c) enable consolidation of data and various level of Government for analysis and reporting, and (d) utilize some of the IFMS infrastructure It is expected that invitations to bid will be made in August 2004. Prequalification will be conducted through prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996 and September 1997), and is open to all bidders from eligible source countries, as defined in the guidelines. Documents will be sent by courier upon payment of US$30 for the courier services. Bidders who prefer to receive documents as email attachments will have to submit their applications and payment (for documents) confirmation prior to email being sent. Acknowledgments of receipt of email attachments must be sent to the Client.
