Major Kakooza Mutale has resumed office as the special presidential assistant in charge of political affairs

Major Kakooza Mutale has resumed office as the special presidential assistant in charge of political affairs.
The New Vision established yesterday that on May 14, Fox-Odoi Oywelowo, the acting Principal Secretary to President Yoweri Museveni, wrote a letter instructing that Mutale be paid his remuneration in arrears.
When contacted yesterday, Odoi referred The New Vision to Mutale. In Mutale’s office, an officer in the State House operation unit, Hakim Asiimwe, confirmed that Mutale has resumed office. Odoi’s letter asked Thecla Kinalwa, the permanent secretary in the office of the President, to process Mutale’s salary and other entitlements.
The letter read, “You may recall that the President, acting on the recommendations of the IGG, sacked Major Mutale. The President deponed an affidavit for purposes of court that he would be reinstated should the court find he acted in error. “The Constitutional court sometime ago nullified this section of the law under which he was sacked. The High Court also nullified his sacking. This is, therefore, to urge you to address as soon as possible the question of his remuneration.â€
President Yoweri Museveni sacked Mutale last year on the recommendation of the Inspector General of Government (IGG) after he failed to declare his wealth, contrary to the Leadership Code Act.
Mutale contested his sacking in court. In late March, the Constitutional Court nullified sections 19(1), 20(1) and 35 of the Leadership Code Act, which had, among other things, given the IGG powers to advise the President to sack public officers.
On Monday, Mutale said he had provided security to the Solicitor-General, Lucien Tibaruha, to ensure that he is not arrested after he failed to hand in some information needed by the IGG.
