Museveni loves the people a bit too much!

SIR — On June 27, Mr E. Musoke Lule wrote a letter entitled “Politicising revenue collection”. Lule correctly reasons that donors will not be here for ever to solve our financial problems.

He also wonders why the minister of local government, Prof Tarsis Kabwegyere does not advise president Museveni on the matter so that government officers stop interfering in revenue collection.

The answer to that question is very simple. President Museveni himself is part of the problem because of his excessive love for “the people”. It is Museveni who has suggested that graduated tax should be suspended for 10 years. It is the same Museveni who went out of his way to levy the lowest graduated tax as sh3,000 during the 2001 presidential campaigns.

Never mind that half of Uganda’s budget is financed by donors! Such is Museveni’s love for the people that Lule’s plea is a cry in the wilderness.

And if I were Kabwegyere I would respect the wisdom of our ancestors that mourners keep clear of the loose sands!
