Mukwaya survives clan canes

Justice and constitutional affairs minister Janat Mukwaya on Tuesday survived being caned by her clan head, Kassim Kyeyune, of the Nakinsige clan.
In a closed meeting of clan heads at Bulange, Mengo, it was suggested that Mukwaya be punished by Kyeyune, the Katikkiro of the Nakinsige clan, for her arrogance and rudeness. In Kiganda tradition, a clan head whacks someone who is considered to be indisciplined.
Mukwaya has been criticised by various circles since she presented the Cabinet’s White paper to Parliament over a week ago.
Traditionalists have opposed a clause in the Paper that gives parliament power to remove traditional leaders. The Cabinet was yesterday reported to have shifted ground on the issue.
The chairman of the clan heads, Francis Mbaziira, however, ruled out such a penalty, saying it could lead to far-reaching consequences and could be mis-interpreted.
Mbaziira said his colleagues said Mukwaya should have stopped at presenting the ‘contentious’ White paper to parliament and not attack those who were opposed to it.
