President Yoweri Museveni is expected to promote senior army officers, including the Minister of Health, Brig. Jim Muhwezi and the Secretary General of the East African Community, Major Amanya Mushega, sources have said.

Muhwezi and Amanya are among 24 army officers who were recently granted permission to retire by the army’s recruitment and promotions committee.

Others whose retirement applications were accepted included Maj Bright Rwamirama (Isingiro North MP), Maj. Ruranga Rubaramira (an AIDS activist) and Capt. Guma Gumisiriza (Ibanda North MP).

Sources could not say whether President Museveni would promote other officers. But the sources said soon after his promotion from Brigadier to a Major General, Muhwezi would be retired.

In April, Museveni was promoted and retired from the army in a grand ceremony at the army headquarters in Bombo.

Army spokesman Major Shaban Bantariza expressed ignorance of Muhwezi’s promotion.
“I don’t know about the promotions. But I know about the retirement of Muhwezi and others. All preparations are ready in Bombo. What remains is the Commander-in-Chief (Museveni) to fix the date of the ceremony,” he said.

Most of those retiring from the army are bowing to the Political Organisations Act (POA), which bars serving army officers from participating in political party politics.

Sources said Muhwezi’s promotion was in view of his role in the National Resistance Army (NRA) liberation struggle and in the Internal Security Organisation (ISO) where he served for many years as the director general.

After five months of debate, Museveni and the army’s recruitment and retirement committee chaired by Army Commander Lt. Gen. Aronda Nyakairima agreed last month to retire Muhwezi and 23 other officers

On July 23, 2004, former army commander Maj. Gen. Mugisha Muntu retired from the army. A week later, he joined the Forum for Democratic Change party. He is expected to run for presidency in the 2006 polls.
