CONTROVERSY has erupted following fresh expansion of the Rosebud flower firm beyond areas sanctioned by the National Environment Management Authority (NEMA).
Assistant commissioner in charge of wetlands Paul Mafabi recently said Rosebud was destroying nature with impunity.
The bay is habitat to over two million migratory birds.
Sudhir Ruparelia, a city tycoon, owns Rosebud.
He began expanding into the bay two years ago. The then environment state minister, Kezimbira Miyingo, intervened and ordered NEMA to undertake an Environment Impact Assessment (EIA).
EIA is a study done on a proposed project to find out its benefits and adverse effects. NEMA uses it to accept, modify or reject a project.
British High Commissioner Adam Wood said Lutembe was part of a global heritage.
“I would like to remind government authorities that the world is watching with a lot of interest,’’ said Wood, who is also a keen bird watcher.
Achilles Byaruhanga, who heads Nature Uganda, a BirdLife International partner, said the bay was a habitat for migratory birds, the white-winged black terns.
