MBALE sub-county chiefs are to reside in their areas of operation or risk losing their jobs.

The chief administrative officer (CAO), Stephen Ouma issued the directive after realising that most of the chiefs and their subordinate staff reside in Mbale town and do not report to their working stations regularly.

“If by January 1 you are not resident in your sub-county, you will have to look for employment elsewhere”, Ouma said recently, while addressing the chiefs at the district headquarters.

Ouma, who recently took over as the CAO, said the district was experiencing a lot of problems because of reluctancy by the sub-county chiefs to collect revenue and also monitor and implement government programmes in their sub-counties.

The CAO stressed that there was need for team work for both the technical staff and politicians if the district was to move in a positive direction.

He also warned that in order to strengthen service delivery, all civil servants would have to be appraised. He said this would be the only way of checking on staff performance.

The LC5 chairperson, Bernard Mujasi, hailed the Ouma for his clear policies which, he said, if properly implemented, would give Mbale district a positive image.

Mujasi told the CAO to follow up sub-county chiefs who embezzle public funds meant to fight poverty in the community.

He said the district did not give room to chiefs who could not account for public funds.

“Once you have spent funds and no accountability is made, you automatically qualify to be a thief and this calls for legal action,” Mujasi said.

Ouma replaces Wobuwa, who was elected to Parliament in 2002. Since then, there have been several acting officers.
