Is the Ssabaruuli a political leader?

SIR— I read with amazement your headlines “Baruuli ban Buganda anthem” in <i>The Sunday Vision</i> of December 12. In that report, the Ssabaruuli Mwogezi has directed that Luganda and the Buganda anthem are banned from Nakasongola district!

This raises questions. Is Mwogezi a cultural or political leader?

According to the Uganda Constitution, a cultural leader has no legislative, executive or judicial powers. If Mwogezi is a cultural leader, then it is clear he has violated the Constitution.

If he is a political leader, in the Uganda Penal Code there is an anti-sectarian law. Should other areas of Buganda reciprocate and ban Luruuli or the Baruuli anthem from their areas?

If the Buganda anthem can be sang in the United States or Britain, why can’t it be sang in Nakasongola district, which according to the Constitution is an integral part of Buganda Kingdom?
